No. The only thing the filter does is make it so that communications on these devices go only from their sender to their intended recipients, rather than being broadcast to anyone with access to the network. Our saving grace with the Authorities is that there's only a finite amount of them at any time, and they pay most of their attention to keeping people from getting too close to the dome.
