Decidedly not. A pet's collar is used to identify and to protect, as part of an owner's responsibility for that animal's health and safety. In contrast, these collars appear to be used for repression of heightened abilities; moreover, the authorities showed no regard for the health and safety of those outside the ship or defending it. Their goal was to destroy the ship and concurrently to threaten the ship's defenders with death or worse, the result being that the collars are less like a pet and more like a prisoner or a slave.
It may behoove us to conduct a closer study of the behavior of the Outer Authorities when they are not under direct threat. In those circumstances, we could find if they truly view those outside the dome as lesser beings, or if they understand that the inhabitants of the Old City are just as sentient and aware, if decidedly less lucky.
