That does appear to be the size of it. Which puzzles me greatly, truly. I've studied my history and I know the ways of tyranny, and there seems to be no real benefit they extract from the populace. I would assume the threat of attacks keeps them docile, but they don't seem to pay taxes or produce goods, so what would be the point?
