His name's Vegeta. He's a powerful ally of unknown origin, and right now we can use all of the manpower we can get.

The collar he's referring to is a lovely parting gift from his run-in with the Authorities. Blocks and/or restrains all use of your powers.

It's pretty clear near the ship. The closer you get, the less trouble you should run into.
