[It takes Steve several moments of studying the communicator before finding its voice function. Though he's seen text and video, telephones are most familiar, and in a situation where adaptation is clearly necessary, his instincts take over. The devastation is obvious, and there were undoubtedly others with a more immediate need than he.]
This is Captain Steve Rogers of the United States Army. I've just arrived to this place, but I've been here long enough to collect what supplies I could from the ship. [At least, that's what it looked like.] If I'm reaching someone who knows how I can best help with reconstruction, let me know. If that's not possible, please direct me to someone who would know further details.

[It occurs to her as she says it that he's not her lieutenant anymore--he's a major now, how could she forget?--but the word rolled off her tongue before she could think to amend it.
And honestly, she'd be more useful here if she were much involved in the rebuilding effort herself, but she's kind of. Babysitting a triceratops at the moment?]

[Hi Steve, it's complicated. Kaidan's voice has a bit of a rasp to it, but it's friendly and forthright (and just a bit teasing in the commander's direction) all the same.]
Good to hear your voice, Captain Rogers. I'm out on the outer edge of the city right now, doing some SAR sweeps in an area with some building collapses. Population here's a lot thinner than the number of buildings would suggest, but if you're offering a pair of hands I could use them.

Besides that, though, she'll keep her mouth shut and let Kaidan take over most of the conversation from here.]

[Not much more needs to be said. Steve's fast, and though he doesn't know what Alenko looks like, from that description he's sure he can find the other man and get started immediately.]

[Kaidan signs off then, a muttered curse escaping as a loud creak and a crash transmits across the audio before he does.]

That's very unexpected.
[She shakes her head, forcing herself to focus on the topic at hand, but the stunned, delighted grin keeps pulling at her lips.]
You've experience with search and rescue, I'm sure.

Yes ma'am, I do. Who needs to be found?
[Introductions and further questions can wait during times like this.]

There are people across the city trapped under varying degrees of rubble. I've been able to locate them, but there are only so many to send after them, and for most the debris is difficult to handle.
['Not for you' goes unsaid; she won't broadcast his abilities any more than she would anyone else's.]

If you give me a location, I'll be able to dig 'em out. Do you think you could send me coordinates on this thing?

[She frowns, shaking her head.] If there's a way to do so I haven't found it, but...I do know of another method.

Nope, I haven't. But I'm guessing that telepath would be you? [He gives a shaky smile. Telepathy in itself seems pretty jarring, but at least it would be with someone who seems to be quite sensible.]

And I can promise you I don't pry unless circumstances demand it, though I realise a stranger's word isn't the most reassuring.

All right. Relax, and clear your mind as much as you can.
[She focuses on the information she needs, before honing in on the Captain's mind. With the lightest touch she can manage, she's passing her knowledge on to him; all at once, he'll know where he's needed.]

[And suddenly there it is. He can see the people, locations, their situation, everything. He's torn between marveling and immediately sprinting away with a sense of urgency.]
Thank you. I- wow. When I return I'll be sure to tell you how it went.
Er, not that couldn't find out on your own. Right.
[Starting his mission before he has time to be embarrassed, Steve ends the transmission and begins to locate the first missing person.]

[Not that he knows if either of those exist here. And alcohol really isn't that great when it has no effect, but hey.]

[Steve doesn't feel the need to defend his actions to someone doing nothing more than heckling. If the man doesn't have anything useful to offer, he'll move on.]

In the army, you learn that useless bickering can get you killed just as easily.

There are a lot of people and animals who are hurt, and buildings that need to be fixed.

[Steve's no medic, but he can handle basic survival aid or move this young man to safer location.]

Depends on what you mean by explain. I know there was a stampede. [He can't quite find it in him to say dinosaur out loud.]

The damage appears to be the worst in the western and southern sections of the city. In addition to people who have been trapped or injured in the rubble, there appear to be several packs of scavengers to contend with. They are unlikely to attack if you are uninjured and armed, but they may see any wounded as prey.
[There is a brief pause in her recitation.]
I would advise staying clear of the north-eastern border of the city. The patrols there are fairly aggressive.
[Audio]
[When she pauses he waits at attention. Her voice carries an edge of necessity, one that shouldn't be interrupted or taken off course.]
Patrols? [This was the first he's heard of anything like that.] Who do they work for? [which should also answer the question of what they want]
[Audio]
[Her slight frown goes unseen, but colours her voice when she explains,] They guard the domed city. That they work for its government is clear enough, but we are lacking intelligence on the specifics of their hierarchy.

Do they go much farther than the dome?
[Audio]
If you require specifics on their more aggressive activities, I would advise speaking to Commander Shepard for a first-hand account. Their last raid occurred before I awoke from stasis, and the archives only tell so much.
