[It takes Steve several moments of studying the communicator before finding its voice function. Though he's seen text and video, telephones are most familiar, and in a situation where adaptation is clearly necessary, his instincts take over. The devastation is obvious, and there were undoubtedly others with a more immediate need than he.]

This is Captain Steve Rogers of the United States Army. I've just arrived to this place, but I've been here long enough to collect what supplies I could from the ship. [At least, that's what it looked like.] If I'm reaching someone who knows how I can best help with reconstruction, let me know. If that's not possible, please direct me to someone who would know further details.

[The video opens on a fuzzy image that, for those inclined to track patterns, resembles the quality of Kaidan's earlier recording-of-a-recording. The subject matter is a little different: two buildings, three storeys tall each, one listing into the other, which has itself begun to buckle in the middle.

More unusual are the small, snapping arcs of electricity, in size not dissimilar to those created by touching a doorknob while static-charged, that flicker on the edges of the screen's display, and the faint, flame-like flicker of an odd blue haze.]


I need assistance. Anyone who is capable of moving large pieces of rubble without further destabilizing the structure. I have managed to halt the decay of the situation, but I have people trapped, and I cannot reach them and hold the collapse both.

The building is to the east-southeast of the ship, roughly a kilometer and a half out. It should be recognizable from this image.

Haste would be...appreciated.
